It was just really uncharacteristic of Billy to ask what it meant. Isn’t he the nerd of the group? So, after the Vision, he should be the first to know what “using one’s speed to accelerate and destabilize atomic matter” means. [Not that I’m insulting Kate’s intelligence, mind.] It just seemed really out of character.
This juxtaposition was no accident.

Notice Billy’s position in the frame, in relation to the Scarlet Witch’s location on the portrait. This interesting juxtaposition could very well be an effort at foreshadowing the relationship between Billy and Wanda, which will be revealed in the next issue.
Also of note is Eli’s position in relation to Captain America and the Vision’s presence in the frame (and his absence in the portrait).
